Effects Panel ?

What happened to the layer effects panel in PS and the custom effects I created

You can still get to the Layer Effects dialog (not panel) by selecting a non-background layer and doing one of these:

• Double-click the layer (to the right of the layer name or thumbnail)
• Click the Add A Layer Style icon at the bottom of the Layers panel
• Layer > Layer Style submenu

As for the custom effects you created, do you mean you saved them as Graphic Styles? Look in that panel (Window menu). If you can't find them, open an older document with the effects and do this:

• Right-click the layer in the older file and Copy the effect
• Return to the current file > select the layer > right-click and Paste the effect
• Save the effect as a Graphic style for re-use in future documents.
