Ellipse tool always creating a new layer...

All I'm trying to do is create a shape that is in one layer and that I will be able to select and fill it manually. Whenever I try to create a new shape (using the tools)  it creates a new shape layer thing, which i can't fill in with the simple brush tool. The path operations is set to "new layer", yet it won't allow me to switch to anything else, i click them it doesn't do anything. I also don't want to switch from shape to path or pixel. At my university using the shape tools work fine, but not with my computer.

Does anyone know how to fix/solve/help, anything about this.

Thank you for this JJMack.  Even though I knew there was a drop down I was confused on how to uncheck the new layer option, so you also helped me by showing me the combine shapes was the option I needed.  It would have been more obvious to me if  clicking new layer would have checked or unchecked new layer, or if the combine shapes was called same layer.  Thanks again!

Never mind still not working, still creates a new layer instead of putting it on my background layer, which it use to do.  Somehow I have altered a setting somewhere because it use to just put it on the background layer.

Shapes cannot go on a Background layer directly — they need to go on a shape layer. In the options bar, the choice for Mode is Path, Shape, or Pixels. Which do you have now? If you were drawing shapes directly on the Backgound layer, did you have the Mode set to Pixels before?

In the tool option bar use the pull down and check it the mode is set to new layer

I could not find the pull down for the tool option bar. Perhaps I don't know exactly what you mean. I'm still very inexperienced with Photoshop. Is there an easier indication of where this option is, like a "next to ____" or something.

I live in New York it snow g just lost power and can not show a screen capture. I'm using an android tablet on a WiFi hotspot. Below the menu bar you should see a tools option bar. With the elipse tool active you should see that it is in shape mode in the  tools option bar. Some of the icons in that bar have little triangles inI  their lower right corner. This indicates they have pull down menues use them one will show new layer. You want to change that to combine
