elliptical marquee selection shrinks after selected - PS CS6

this was working last week, but today, after i make my selection with the elliptical marquee tool and then let go the mouse button, the area that is selected is smaller than what i actually selected.  can anyone tell me what is going on and maybe how to fix this?  thanks.
