Elliptical Marquee Tool Problem

Dear Community,

I cannot create a perfect circle selection. Holding down the Shift key does not work, so I'm able only to draw elliptical selections. Plus, moving them is impossible since the cursor doesn't appear inside the elliptical sellection once it is drawn. Curiously, Rectangular Tool functions properly. Any ideas on what causes the malfunction?
