I am trying to figure out how to embed a hyperlink in a simple jpg or png and then place that inline in an email. When the recipient gets the email they would be able to simply click on the image invite and be taken to a landing page (URL). I have figured out how in photoshop to use the slice tool and put a hyperlink in the image and then save to web and with images and links. This produces an image and a hyperlink? that looks like the google icon. But when I try to upload the image and email it to myself when I open email there is no live link in the image.

You need to add the image and link inline in the email (the link is code in the email).

What email or email client do you use? Try Google including your email provider and 'add hyperlink to image'
e.g.

You can save 'Interactive' PDF files from InDesign which can consist of multi page magazine type documents with linked images.

Just a thought here... While you might not have InDesign, a lot of people have MS Office 365 which includes Publisher. Publisher is not as powerful as InDesign, but it does an OK job and I would very surprised if it couldn't output Interactive PDF documents.

Image is visible part, hyperlink code is on page in the background. Image itself does not contain hyperlink, page does. You must ensure that page you are sending contains hyperlink code. Probably you can not edit email so insert image then select it and finally click on Hyperlink icon then paste destination URL.

Images cannot contain a hyperlink.
Save for Web (legacy) was created back in the Dark Ages when we had ImageReady and webpages were created (mostly) by hand-typing html code. What the Slice tool does when you Save for Web (legacy) and include links is to write a few lines of html code in plain text, which can then be copied and pasted into the rest of your html. The code is what creates the hyperlink.
If you are using Intuit MailChimp, here is their help page for creating hyperlinks with their app:
