Enhance a poor resolution photo

Hi everyone. Last Saturday I was asulted inside a Food 4  Less grocery store. The man got in his car and drove away  before the police could come. But i got a picture of his license plate. The photo is pretty blurry. if anyone know how to enhance it please help the police said they don’t have the resources or time to enhance it.  I dont want this man to get away with terrorizing people.
