Entire area getting moved rather than selected area

I have been recently using Photoshop for some of my art projects. However, when I use the marquee tool to select multiple different areas and move them, instead it moves the entire layer. Is there any fix to this or am I doing something wrong?

How exactly do you go about this?

Please describe exactly the steps and tools you use?

Maybe show us some screenshots as well?

The most likely reason for this is that you are making a selection on a Smart Object layer and this is expected behavior for a SO.

Try this:

Select the SO layer in the Layers panel
Right-click the SO layer and choose Convert to Layers from the shortcut menu.
Optional: copy the layer first if you are not sure why it is a SO.

Show your Layers panel if you still have questions.
