I may have found a solution on the problem:

I simply disabled the in-game overlay on GeForce experience, and so far it works! Will update more on this, coz i remember that's the only thing i added when i tried to screen record some of my work and had the overlay defaulted to on and then it started causing issues.

- installed version 22 and it still crashes
- deleted all the custom brushes then reinstalled it still crashes

- turned off using graphics processor, it works for a little bit but pen tool is hard to navigate coz it doesn't flow smoothly

then after awhile using any brush, while resizing...it crashes

You use the term crash and freeze. Sounds like you're seeing a freeze and you need to force quit. Is that correct? Or are you seeing the app crash out completely back to the OS desktop and seeing the crash reporter dialog?

Two things I would like you to try:

  1. If you restore your preferences using this manual method does it work correctly https://helpx.adobe.com/photoshop/using/preferences.html#Manually If that doesn't solve it, you can quit Photoshop and put the Settings folder back.
  2. Go to Preferences > Technology Previews... and check "Disable Native Canvas" - then restart Photoshop. Does the problem still occur?

That sounds like a good hint. I full system restart is usually caused at a low level (hardware/driver).

The new update 23.02 does not work either. I cannot select an object. I have also deactivated the game overlay.
