ERROR: Cound not open from Lightoom to Photoshop 2021 on Windows 10

I am getting an error when I try to open a file in Photoshop from Lightroom.

In Lightroom I right click on a file to either Edit in Adobe Photoshop 2021, or Open a Smart Object in Photoshp.  In either case I get an error message:

Could not open "_name of RAW file" because there is isn't enough room to display this Document.

I do ot have any other programs open --just Lightroom CC and Photoshop 2021

I am running on Windows 10.
