The screen flash, i uninstall and reinstall but it still flash

This is a known bug in the latest version.

You can fix it by enabling the "Deactivate Native Canvas" option in the prefernces.

Goto to "Preferences" > "Technology Previews" and enabling "Deactivate Native Canvas".

Restart Photoshop and check.
