Export Artboards completely messed up

The Export Artboard to files options is not working properly. Sometimes it won't export all the artboards selected when exporting to multiple png/jpeg files. When exporting multiple artboards to a pdf file it will either duplicate an artboard and skip the other  selected artboard or export an artboard that isn't selected into the pdf file. I've updated my photoshop to the latest version and the issue still persists. It's extremely frustrating since this feature used to work flawlessly in previous versions of photoshop and now it's just all messed up and it's been for months. I'm on a windows 11, if that helps.
