Export As... gives "Could not complete the Export As command because of a program error"

File>Export>Export As... doesn't open a window, just the error message in the title.
I found out that creating an action and adding in Export As with the 'Inesert Memu Item...' works to open the panel, though it's the legacy one. From that I saw the Use legacy "Export As" option in Edit>Preferences>Export option, and the File>Export>Export As... now works to open the legacy panel.
Things I've tried:
- Changing settings (Load Extension Panels, Enable Generator, Use Graphics Processor and the different Advanced Settings under it), and adjusting Memory Usage to be less.
- Diagnostics Tool thing --- The Plugins menu is just greyed-out options.
- Resetting preferences by moving AppData>...>Adobe Photoshop 2023 Settings folder somewhere else, then opening Photoshop.
With either the Load Extension Panels or Enable Generator option unticked (can't remember which one now), the Export As panel doesn't appear even with the use legacy "Export As" option enabled. No error message this time, just ignoring the input (not freezing, etc.).
I copied over my preferences, colour settings, etc. from my old laptop when I got this one, but that doesn't seem to be the issue as resetting the settings didn't fix it.
Anyone have any idea of what I should do next? lol
