Export As... gives "Could not complete the Export As command because of a program error"

On a Lenovo Yoga 7 14 (AMD 6800U and 16GB RAM)

File>Export>Export As... doesn't open a window, just the error message in the title.

I found out that creating an action and adding in Export As with the 'Inesert Memu Item...' works to open the panel, though it's the legacy one. From that I saw the Use legacy "Export As" option in Edit>Preferences>Export option, and the File>Export>Export As... now works to open the legacy panel.

Things I've tried:

- Changing settings (Load Extension Panels, Enable Generator, Use Graphics Processor and the different Advanced Settings under it), and adjusting Memory Usage to be less.

- Diagnostics Tool thing --- The Plugins menu is just greyed-out options.

- Resetting preferences by moving AppData>...>Adobe Photoshop 2023 Settings folder somewhere else, then opening Photoshop.

With either the Load Extension Panels or Enable Generator option unticked (can't remember which one now), the Export As panel doesn't appear even with the use legacy "Export As" option enabled. No error message this time, just ignoring the input (not freezing, etc.).

I copied over my preferences, colour settings, etc. from my old laptop when I got this one, but that doesn't seem to be the issue as resetting the settings didn't fix it.

Anyone have any idea of what I should do next? lol

Hi, I ve had the same problem for a couple of months. Impossible to export anything. Any solutions? I ran out. I tried updates ( a couple by now), re install all adobe, checked all access, nothing s working. Program is useless.
I have a macbook pro 16' 2021 M1 max, photoshop is 25.5.0

i solved it on my windows machine with "run as administrator", everything suddenly started working as its suposed to. weird :?

Hey, sorry for bumping the thread, but I use symlink for AppData folder, which normally resides inside user folder. I'm also having same problem right now. Any updates on this?

Follow up. I checked log files and saw "warn: fs: cannot lock: errno=5" error thrown in when trying to access symlinked folder in other partition by "dunamis::Filesystem::trylock.filesystem_win.cpp.149".

So, that corresponds to ERROR_ACCESS_DENIED in Windows. I was using CC to open the app, instead I just used shortcut with "run as administrator" and it works as expected. 🥳

As an update to this; "Could not complete the Export As command because of a program error." is not the only option which is returning an error message, these are the errors which show when trying to use the relevant 'File>...' options:

Could not complete the Invite to Edit command because of a program error.
Could not complete the Share for Review NEW command because of a program error.
Could not complete the Export As command because of a program error.
Could not complete the Quick Export as JPG command because of a program error.

The Use Legacy "New Document" Interface option in Preferences>General is ticked as well as greyed out.

Enabling the Use legacy "Export As" option in Preferences>Export lets the Export As and Quick Export as [JPG/PNG/GIF] work, but clearly using the old Export menu/process (SVG is an available export format), but it doesn't affect the File>Invite to Edit... or File>Share for Review NEW... options, which still show the error.

@CShubertThanks again for helping! I had the latest driver from lenovo, but AMD had a newer one on their site. I just made a new volume for the scratch disk, for now. Still didn't change anything unfortunately.

Thank you for letting us know @Tesh4057 we need to make sure we have FRESH prefs and nothing carried over that could be corrupt.

Let's make sure we're in a default state and there are no stale settings somewhere:

Does it work correctly?

If that doesn't solve it, you can quit Photoshop and put the Settings folder back.

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

@CShubertThanks for the response, updating to 24.4.1 didn't help unfortunately, still the same error message. The legacy Export As is still the only one which works.
