Why does photoshop open a new tab when we export the file to PDF? The problem is that it won't generate the PDF if you don't keep clicking on the original tab and the new tab until it's finished.

Please post screenshots to clarify which "tabs"? 

There are various windows which require you to enter appropriate PDF format details.

A script can be written to save to Photoshop PDF with little or no user input.
