I have 3 photos arranged in 3- up vertical but when I export to the desktop only the dominant dominant photo is exported. How can I have the actual 3- up vertical containing all the clips be exported ?

Then that is what you need to do.
You can copy/paste or drag each into new layers in single document. Then use Edit - Transform -Scale to size them so they sit nicely alongside each other. Once you have that document - use Save As to save it as a PSD document which will be your master copy. You can then Export it as required.

Have you combined these three images into one document or are you just viewing 3 opened documents with Window - Arrange - 3 up vertical?
If it is the latter you need to build a single document - move/copy the other documents into it as separate layers. Arrange them so they look good - then Export.
