Export Save For Web (Legacy) won't convert Adobe RGB 1998 to sRGB with new Photoshop 2025 update

I have been exporting images for web using Export For Web (Legacy) for a long time.  I normally change the profile to sRGB for social media and web viewing.  The box Convert to sRGB is checked, and after exporting for Web it is still RGB 1998.  This seems to be with the newest update to Photoshop 2025 Version 26.0 released in October 2024.  

Am I doing something incorrect?  I have exported this way for years without any issue.  Any help would be greatly appreciated.
