Export to jpeg looks fine, but save as jpeg is recently having compression issues...

Question

I haven't noticed this until very recently... but when I take a psd file and do an 'export to jpeg' at max settings.. the jpeg looks perfectly fine.  But when I do a 'save as jpeg' at max settings... the jpeg has noticeably more compression artifacts and banding than the export version.  This is particularly annoying since I like to do most of my photo editing on the ipad version... and that software version only has the 'save as' process.  Is anyone else getting this or is it just me?  It doesn't happen on every single image, but images with large areas of gradation (like images that would have issues with banding) it's happening pretty consistantly!  The heck?!..

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.
