You are viewing the image at 66.7% in Photoshop and at 72% in Photos.

They should display identically at 100%, if they are the same pixel dimensions.

100% is the only view that gives you a true impression of the image, where one image pixel is represented by one screen pixel. Any other view will be inaccurate and misleading because the image has been scaled.

Also, different applications use different algorithms for smoothing and sharpening when scaling images.

But all applications should display identically at 100%.
