Exporting a gif with multiple smart filter layers

i am trying to export a gif with these layers (different smart filters per level):

the top two layers are screen blending and the bottom layer is normal. whenever i export the gif (file>export>save for web) the gif's first part is the bottom normal layer, and then it plays the smart filters by themselves.

i am trying to export a gif with the top two screens over the bottom normal blend. can anyone help please?
