Go to File - Save As - Select PDF

I'm guessing that you don't actually have an artboard created within your Layers panel. But that's not a problem. Go to…

         File > Save As

and change the Format to "Photoshop PDF"

    A couple of things...

    1. Are you sure you need to be exporting out a PDF from Photoshop? What do you need to use the file for?
    2. Also it might be a good idea to save your file as a native Photoshop file first (PSD) and then save a PDF. This way if you have any problems you can always return to the Photoshop file.

I've tried to do that with the same greyed out artboards to PDF issue, but the PDF won't open the file and it looks like it's like... Gone completely when I can open it. I use Adobe reader (most recent update version) and its still not giving me what I need/ So that won't work/doesn't help.
Is there anyone on this green earth know why Adobe PS greys out artboards to PDF option in the export menu?

Could you please post a screenshot with the pertinent Panels (Layers, Channels, Options Bar, …) visible?

How many Artboards does the file contain?

    Have you restarted Photoshop yet?

I'm trying to convert a billboard advert to pdf so that I can upload it to the printers website for printing and this is the only format they accept.  Ive tried saving it as a jpg and then opening preview and converting to pdf but i'm getting a white border around the image.

Try Save as PdF instead. Pay close attention to your settings or it may print poorly and waste your money.
