since i updated PS CC when i try to extend background by using rectangle selection then transform then scale then pull from point on the side i want to extend, it extends in all directions instead of just the side i want to pull. How do i make it just pull from the one side i am trying to extend?

Jennifer, I believe your description of the problem is misleading and you are referring to the Transform tool not working the way you expected. The reason is that with the latest update the Transform automatically maintains proportion with a size change and you must now hold down the Shift key if you want to change one side of the rectangle selection.

Actually the way CC 2019 transform tool operates is not consistent.  How it will work depents on what is being transformed.  Adobe also made a option you can use to revert Transform to its old consistent behavior.  Many use that option.

However, to use the option you need to create a  PSUserConfig.txt file in your user ID Photoshop preferences folder.  The location is hidden on Window and Mac machines by defaults setting.  You will need to change the settings to able to create the required file.   The folder location one Windows is

    "C:\Users\YourUserID\AppData\Roaming\Adobe\Adobe Photoshop CC 2019\Adobe Photoshop CC 2019 Settings\"

On my Windows Workstation I also install and use CS6  which can not use Microsoft Windows INK APIs for pen support soeI have to configure my Wacom tablet not to use Windows INK APIs with Photoshop and add a second option the Photoshop CC "PSUserConfig.txt " to user WinTab APIs for pen support.

Some day Adobe may even update this link page to include the option Enable Optional Extensions | Photoshop CC

    My file look like this.

If do not understand what you mean be extend a background layer using a rectangle selection. If you move the area the contents of the ares moved from will be filled with pixels that are background color.  If an area is moved off canvas or partly off canvas  the pixels off  canvas will be lost the background layer is canvas size.  Same if you transform  a selection of the background layer pixels outside the canvas area will be lost.  To change a document background layer to extend its size you need to use Canvas Size to change the Background rectangle canvas size.  You can convert the background to a normal layer and move pixels off canvas.  They will be part of the layer content but the document canvas size will clip the pixel off canvas from view. A document Canvas size is like a global clipping mask.
