How would i extract this black 'stamp' from this image?

Do you mean the drawing or the full stamp including the background?

For only the drawing you could use selection by color range and ask for black tones or use the eyedropper.

Otherwhy you could have a look at the channels to get the better one and reinforce the contrast before selecting

I would trace it with the pen tool.
