Extracting hair can be very difficult and often can not be extracted well.  How one extracts hair usually depends on the particular image.  To be able to extract anything you need to find some way of creating contrast between the hair and the background. If you can not you can not extract the hair you need to fine some other means of creating your composite. Blend in the hair, using a hair brush to paint in stray hair etc. It is not always possible to extract hair.  Knowledge practice and skill

This photo will be troublesome to extract those brushes. Select and Mask can only do so much. The brush and background colors are too similar.
