extremly annoying issue when opening files with photoshop

it suddenly started having the "open from creative cloud" menu be the default one that opens whenever I go to file>open and I can't figure out how to get the default menu back to "open from my computer"

I am on PhotoShop version 23.0.0, but I do not see the Default File Location option in my Preferences. I really want to disable this feature, both for opening and saving files. Help?

I just check on versino 24 and that option is missing from the prefrences just liek your screenshot. I will look into this more.

Update to at least version 23.0.1 (24.0.0 is the current version.).
