eyedropper tool not working properly

I’m having trouble using the eyedropper tool properly I’ve attached a video that explains and shows my problem the best way I could.

Besides that I also have question about the brush tool also in the video

The Brush is not going underneath something, its Blend Mode is set to »Farben« apparently; try »Normal« instead.

Which Photoshop version is that? 

What are the settings is Window > Color? 

And when using the Brush Tool one can use the alt-key to spring-load the Eyedropper Tool.
