No problems here under Windows in PS CC2017 und PS CC2018.

Do you really select the (correct) eyedropper tool?

And not the 3D eyedropper tool?

Do you really press the left mouse button inside your Photoshop document and hold while moving the cursor outside the Photoshop window?

yes, correct tool selected and left button pressed. am able to select colors within ps document. opened 2017 and just started pressing keys on the keyboard and when print screen is pressed/released, am able to select colors outside of ps normally. this did not work in ps2018. win7(64bit)

Can we check exactly what you are doing.

To select a colour outside of Photoshop I need to click inside Photoshop then hold the left key down whilst dragging the eyedropper outside. The colour is picked up when I release the mouse.

It works without a problem on Mac cc2018. Does resetting the tool solve the problem?

I found this question because I was struggling with the same problem on macOS 10.14.3 using Photoshop CC 20.0.3. I’ve been using Photoshop for over a decade, but I don’t use this feature every day, so I can say with confidence when the feature stopped working.

Bottom line, I’m a very experienced Photoshop user and am very used to the eye-dropper tool. Left click eyedropper inside image and drag outside, and it picks color from anywhere on the computer screen. I’ve done this many times before, but now, the eye dropper only works within the image. I’ve reset the tool, too.

Did Adobe change how the eyedropper works?

It has not changed here (i.e click and drag still works) with Photoshop CC 20.0.3 and Windows 10 v1809.  I can't test on Mac though.

I restarted and it is working fine. Must have been momentary problem. Thanks!
