I have Photoshop CC 2015, and when going to 'import video frames to layers' I choose the proper file to open but I always get the same message: "Could not complete the Video Frames to Layers command because the file could not be opened."
I've tried everything, but nothing seems to work. I just spent $300 dollars on Photoshop to mainly make gifs, and it's not cooperating. Did I waste my $300? Is there a fix?

No, sadly, it did not help. I followed the instructions only to get an error message that said "Could not complete your request because the file could not be opened."

I am so sorry! Some questions, then, to help troubleshoot.
You said you chose the proper file. What format is it in?
You said you tried everything. What, specifically, did you try?
Do you get the same error with all videos or just the one?
What are your steps, exactly?

I have the same issue lately.
Some time ago, it was no problem to open a video (mp4) in PS CC and suddenly it just tells me "Could not complete your request because the file could not be opened."
I tried to convert the video to other formats (among them mov, mkv, flv) and even cut the audio as I only need the pictures and doing it directly frame-by-frame within PS is more convenient than going the long way screenshotting everything to import it into PS...
It is not that PS is completely unable to import them, I even can import a 10GB-file and smaller ones as well.

Hmm, do you happen to be running Windows? If so, did you uninstall QuickTime? Photoshop needs QuickTime installed in order to open MP4, MOV, etc..
It's a real pity that Apple is longer supporting QuickTime on Windows!

PS can still open video files... just for some reason most of them not.
All of them are recorded with the same program (OBS) and in the same format without changes to the settings within the recording software.
So, some I can open, most not

I am running Windows, yes. I'm using Windows 10, and if I try to download Quicktime now, it might not work properly since Apple is no longer supporting QuickTime for Windows.

You can install the needed codecs, but skip installing the player from what I am reading here.

I use Flashgot to download the FLV file from a website, most of the FLV files I get that way can be opened but I think some websites make it so those video files can't be opened.
The strange thing is when I use a website to convert it to another video format it works just fine and that can be opened in Photoshop, Premiere, and other Adobe Programs.
