file saving

I recently upgraded to Windows 10 and now I have this problem.  When saving an image, I used to be able to save it jpg and png withou merging first.  Now when I try to do that, I cannot get the option to save that way so I have to merge before saving.  Is there a setting in preferences for this?

Both Barbara and Michael's responses will work, but since you're on Windows, I would go with Barbara's suggestion and change the preferences to us the Legacy saving.
