Filter advice for underwater look

I have a very old photo of a class of mine when I was 20. I would like it to appear as though it is underwater a bit. As in misty watercolor memories (thank you Ms. Bergman) -- Can you suggest which filter I would use...PS9 -- thanks so much.

Hi PV,

When you say "PS9", can you clarify for us if you mean Photoshop CS2 or Photoshop Elements 9?

 

Photoshop Elements has an "underpainting filter". Photoshop does not.

Hi Jane - yes Photoshop Elements 9 is it! Here is what I came up with. It's sorta kinda what I had in mind and I think it achieves, for me anyway, the "feeling" I had in mind. Old stewardess graduating class from UAL lo the many years ago.

A couple of examples.

 

In the first, I combined a genuine underwater scene with a bridge. The bridge is masked and, importantly, faded in the distance and coloured to match the underwater scene.

 

 

For this second example , I took an ordinary beach and added a water surface to make the beach rocks look as if they are underwater, simulating the tide coming in. I made the water surface in Blender 3D, the colours underwater are faded and changed in hue. I used a grdaient to simulate the limited visibility in the "water" and finally added a shark and some fish from another image.

I like that as well. I think my ps9 is a little short of some of the design elements that comes with later versions. I am really a novice but I plug away at it and enjoy it. Thanks for demonstrating how you achieved the underwater look.

Do you have an example of the type of look you're trying to achieve?

Not really. Just something that wouldn't be very far under water so that the photo shows and with sort of a soft ripple effect that may indicate movement. I'll see if I can come up with an example. Thanks.
