Filter normal map doesnt work

new pc and dowloaded photoshop again
but it doesnt work

I read that Adobe wants to eliminate the function?

or whats the problem here ?
i tried many things so far, but nothing worked.

In case it's relevant, Adobe have/are removed the 3D features from Photoshop.

Photoshop's 3D features are still available in version 22.2 which you can download from the Creative Cloud desktop app. You can have both versions on your computer at the same time, although you can only run one at a time.

my solution is that i canceld my subscription
maybe i dont get it...
but i pay monthly money, so they can remove function ? 
and i dont want download an older version...
