Fit Screen stopped working

Fit Screen stopped working after last update. I reset Preferences on Quit and it worked again. In the default workspace, the Tools Bar was on the left side. When I started arranging workspace to my liking again, all was good until I put the Tools bar on the right. Fit Screen didn’t work anymore. Neither the button nor double click on the hand tool. I put the Tools Bar back to the left side and it worked again. o_0

Can someone tell me what’s going on?

Windows 10 and everything is updated as far as I know.

    In image 1, Tools Bar on the left, Hand Tool and Fit Screen button work correctly.

    If I change Tools Bar to to the right, they don't work anymore and resize this way:

    Surprisingly enough, if I dock the bar completely to the right, as JJMack suggested, it works again!

    Anyway, that's not where I want the Tools Bar to be, is there a known solution?

    The Toolbar is screenshot 2 looks detached. Try moving it towards your right-hand panels until you see a blue line, enabling you to group it with the panels. then see if that works.

    With Windows 10 1803 and Photoshop CC 2018 version 19.1.3  I do not have a Problem. Ctrl+0 (menu View Fit on screen) and double clicking the Hand tool when the tool bar is moved to the right screen edge and docked work as expected. I do not know the button you are referring to.  However when the tool bar is floating not docked there seems to be a Problem and I remember other have open a bug report on this a while back.  Adobe has not fix it they may fix it some day. Adobe does not seem to map the display correctly  It may be related to Photoshop UI scaling. Though I set my windows display scaling to 100% on all displays there should be no scaling involved.
