Fixing the resolution of an image placed from online

Hello! I am a new user of photoshop and still making my way in the application. I am started a project where I need to edit the picture of my face. Before I edit a picture of me, I want to practice on an image from Google. Every time I upload a picture from google, the picture comes blurry and pixelated. I want to make the photo clearer (like HD quality or the highest quality as possible). How to do I go about doing this? Is it even possible to do? Any help would be greatly appreciated! You can't add pixels to an image and keep the resolution.

You can do some things like sharpen or soften, but you can't take a tiny image and make it HD.

 

There are some software apps that can uprez to a certain degree.

 

What is the pixel size of your image and what pixel size of the image you downloaded?

Basically GIGO:Garbage In Garbage Out. 

Why not find either a higher-resolution practice photo or use the (higher?) resolution image of yourself and simply save off a copy to practice on? 

You can alter the resolution or add pixels to a low resolution image but you can't improve the quality much if at all; you need more pixels (data)  in the first place.

does your subscription allow you access to Adobe Stock Photos?

some images have a "free license" search for an image of a face there.

Adding to the wonderful idea from @chrisg11235813 , go to https://stock.adobe.com/ , filter to "Free", type "Portrait" (or choose from list).

Be sure the ones you choose say "License for Free" and not "License", as you may accidentally get out of the free section while looking.

CC all aps, photography and Photoshop does not come with acess to stock photos, thats another subscription and licensing. You have option "Add a free trial of Adobe Stock". You can use preview images at any time for free but not and high res images which must be licensed.
