Foreground and Background Don't Toggle Correctly In PS 2023

When selecting color with the eyedrop tool the new color won't default to the foreground. It will toggle with the switch icon or by pressing X. In PS 2022 the selected color would automatically default to the foreground. Is there a setting that can be used to fix this?
