In Photoshop for the iPad, how do you change the dimensions so the image fits the whole page?

Photoshop does not have pages; it has a canvas.

If you choose Import and Open, the canvas and image start out as the same size
If you created the canvas first, then imported the image, the sizes may vary.
Either crop the canvas or scale the image proportionally or a little of both
