FPS in Photoshop

I'm creating a few GIFs in Photoshop and prevously I was able to adjust the FPS in 'document settings' but this option seems to have disappeared with the recent versions. My GIF output is playing far too slowly and my client needs it closer to usual 24FPS running speed. Please help!

 

Tried creating the GIF in Premiere Pro but encountered compression dots all over the frames.

Could you please post screenshots with the pertinent Panels (Toolbar, Timeline, Layers, Options Bar, …) visible?

Thanks, is this what you need? As you can see there are no 'document settings' in the timeline three lines where previously there were. Bare in mind I've not created a GIF using photoshop in a few versions so could be going back 3 years

Feel free to blur or mosaic or blacken the sensitive parts but please post a meaningful screenshot. 

What »frame delay time« did you set for the individual frames?
