Frame animation, all the frames are the same?

I just switched from frame-by-frame animation in Paint Tool SAI and Vegas Movie Studio to Photoshop's frame animation feature. However, each frame I create is the same? I'm not sure how to explain this. I know the frames duplicate automatically and that's so helpful for me, but for example, if I have 2 frames and draw on the second one, whatever I drew shows up on the first one as well. I've tried making different layers and it's still the same. Is this a bug or am I doing something wrong?

I'm using Photoshop CC 2015, and if it matters at all, I'm on Windows 10.

Use a different layer for each frame. Copy the layer (Ctrl j) and edit it.  The select each frame one by one, and make sure just the relevant layers are turned on.

does this work for blender to? im having a similar problem
