Frame Animation converts to 30 fps, not 24 fps

I created a frame animation in Photoshop that is meant to be 1 second long at 24 frames per second. When I convert the animation to a video animation, the frame rate becomes 30 fps but the animation remains at 24 frames. When I convert the project settings to 24 fps, the animation shortens itself, and when I drag it be 1 second, it just lengthens the last frame instead of the animation itself. Any help?
