Frame tool bug?

I have a problem using the Frame tool. It works ok when i have one layer only. But when I have multiple layers, it ignores which layers are selected.

Layer 1 =  there is one frame in the middle of the screen

Layer 2 = no frame

I select Layer 2 and want to make a frame at Layer 2. When I try to draw the frame area on the Layer 2 at the same place where is the Frame in Layer 1, it automatically selects the existing frame on layer 2, instead of leting me draw the frame in layer 1.

It basically autoselects any frame, on any layer, don't matter which layer is selected. I have the autoselect tool turned off btw.

The only workaround is to manually turn off the visibility of the other layers, which is very annoying (you have to turn off the visibility of the layer, unfortunately turning off the visibility of the group is not enough )

The place to report bugs (and yes, frames are buggy) is to:

Photoshop Family Customer Community

The engineers monitor that site and ask that bugs be reported there. This is a user forum.

Yes that is where you should report bugs.  I reported the scaling bug there you can report the paint bucket bug there too.  Adobe does fix some reported bugs some they don't.

thanks very much for help.

unfortunatelly I'm still totaly confused by frames. is this thing completely broken or am i missing its phillosophy?

You video seems to show you have some bug in you CC 2019 version or something like your preferences or tools have been corrupted.

I do not have you problem on my Widows 10 PS CC 2019 the paint bucket tool works correctly.  However, in your case you dropped he paint bucket on your large frame. Which seems to target the frame even though you had targeted the background layer before using the paint bucket,

Try dropping it ar the edge of your canvas outside all frames. Its not a problem on My machinr I can drop the pain on the frams area it the background is targeted

The easy way is just press and hold the alt key and the drag the frame to a new location to create a frame layer positioned to whet you drag a copy.  Perhaps Adobe will fix Place now.

Dragging from out side of frame also works. Frames can have common frame sides but you can not drag out from the common side, You can drag to it.  Here I created 4 frames. I set guides and dragged from the four canvases corners to the canvas center to create four frame layers.

Try to start drawing frame outside of bounds of the existing frame. When mouse is above bounds of existing frame it will give you black arrow tool to select frame, when you move the cursor outside it will allow drawing. As you are drawing tool will probably snap to existing frame bounds or press Space to move frame exactly where you want. Here is GIF with my try and visualization of statement above.

The only problem I had with frames layers is the Frame user Place and Place resized smart object layer sizes resized  based on the documents print resolution and the file being placed in Print resolution.  This  does not change a layer pixel size it just degrades the placed Images and and create the wrong size layer,    Frame feature also does not scale the layer to fit the frame.   I think the only time  Photoshop frames feature may work is when the document and the placed files have the same print resolution.   Here I use the same 8.2MP image with 4 different Print resolution.  All four image files have exactly the same 8.2mp pixels but different Print resolution.  Not one that is the resolution of my frame document 72DPI.  The 4 were placed into the correct layer not one was sized correctly and none of the layers were scaled the fit the frames.
