Frame tool not showing images in photoshop

Hello

When converting a shape to a frame there seems to be a bug where the image inside the frame can be seen in the layers panel but it won't appear on the actual project. It's just blank with blue lines around the edge of where the image would be.

I've looked through a number of threads and have tried the following fixes:

Preferences > performance > uncheck the "Enable GPU" option

Add Colour lookup layer over top of all layers

I've also tried exporting to see if the image will appear once exported but no luck.

Any help or any suggestions of an alternative platform where I can create a custom size frame (rounded rectangular corners needed) would be helpful.
