Is there any free course or resources to learn and practice adobe photoshop? I'm looking some best and practical guide to learn it. It will be great if you share some of the best guide here with me.

Agree with Jane. LinkedIn Learning is a great paid resource. Take a class online with an instructor (Jane and I both are instructors).

YouTube has some excellent content, but it can be a case of sorting the wheat from the chaff. It is also not structured like Linkedin Learning. We really ought to create a list of the better Photoshop teaching channels.
I would put Photoshop Training Channel - YouTube at the top of that list. Jesus has a good relationship with Adobe, and they have even included some of his content in their official list of tutorials.
PHLEARN - YouTube is another reliable source as is photoshopCAFE - YouTube although Colin's crazy flyaway hair can be distracting. This Colin on his way to MAX, probably the last time MAX was a face to face even pre-COVID.
You have two excellent tools withing Photoshop. One is Discover which you use by clicking on the magnifier icon in the top right corner of the Interface, and the other is to turn on Rich Tool Tips in Preferences (Ctrl K). Rich Tool Tips can be annoying and distracting once you no longer need it, but you'll know what to do about that.
