Free Transform locked into fixed ratio

This is on a clean fresh install on Windows 10.

My free transform tool does not behave as previous. It always operates in a fixed ratio.

First of all on invoking free transform the ratio lock in the information bar is default ON (it never operated this way in any previous version of PS), I do not know why, second, even unlocking the ratio in the info bar, it STILL behaves as if its locked into a fixed ratio. Is there another place where I am missing a setting?

    Do they even ask actual users? I cannot see any benefit to this new default setting. Ridiculous, @adobe.

    20 years of PS and then they decide to completely change the behavior of the tool.

    Its like Ford  just start putting PARK at the bottom of the shifter, just CUZ they think everyone needs a new feature. And lock out any way of reverting to the behavior VETERAN users are used to, just CUZ and have to resort to a custom configuration in app data to do it.

    anyways, it works as old, what a PITA. Remind me to hesitate to upgrade to new versions of PS because of stuff like this.

    You can return it to the traditional method:

    Legacy Transform behavior.

    To revert to the legacy transform behavior, do the following:

    1. Use Notepad (Windows) or a text editor on Mac OS to create a plain text file (.txt).

    2. Type the text below in the text file:

TransformProportionalScale 0



    3. Save the file as "PSUserConfig.txt" to your Photoshop settings folder:

        * Windows: [Installation Drive]:\Users\[User Name]\AppData\Roaming\Adobe\Adobe Photoshop CC 2019\Adobe Photoshop CC 2019 Settings\

        * macOS: //Users/[User Name]/Library/Preferences/Adobe Photoshop CC 2019 Settings/

    Hold down the Shift key for freedom to change the height and width dimensions separately when working on images or type

    No Shift key now maintains proportion.
