Free Transform Not working Properly

I am having strange bugs with free transformation in Adobe Photoshop 23.1.0. Sometimes when I try to transform an image size using the edge squares around the image it won't work, yet when resizing using the width and height tool at the top it will work fine.

Now for some reason I've unabled the Legacy Free Transform and it is working fine...

Now sometimes when holding shift-key it won't maintain its proportions (I'm using legacy free transform). I don't know if this has anything to do with my Wacom Intous, but I often notice strange behavior in Photoshop when using the Intous with some tools like crop, free transform,... Adobe Illustrator, on the other hand, won't have this kind of bugs and strange behaviors.

I do not normally use my Wacom Pen with Photoshop transform tool bcause there is an immediate left click and hold as soom as the pen tip touches the tablet. I wind up moving or rotation instead of beinag able to perform the transform I want to do so I use my mouse where I control the clicks.  However, I just tried to reproduce you issues using my Wacom pens and could not reproduce your issues.  Shift  constrained the transform I use legacy trabsform controls.  When I was able to touch the bounding box outline I  can transform the layer.  I just fine the Pen is awkward to use precisly with the transform tool.  I normally  configure Photoshop and my Wacom tablet to use WinTab not INK  however,  INK is  used  for  all other applications. I'm using Window 10 

and Wacom Drivers 

 

I have used INK with Photoshop and it worked OK I feel WinTab performance is better than INK with Photoshop. 

 

I just us my Wacom Pen with Brush type Photoshop tools..... I do not use my Wacom Pen with Photoshop Pen tools....
