Frost on object

I'm looking for a way to simulate frost on object, such as what you see on this image. Any suggestion ? This is to add to a 3D scene but 3D frost is a bit complicated and not very render friendly.

Here's the project. I've tried a brush on one of the pallets. As you can see, not perfect, but getting there.
