Full screen with menu bar iconic panels won't open

When in full screen with menu bar the iconic panels won't open. When switched to standard screen mode they do.

      Try updating to MAC OS Sonoma version 14.1.1

        Same problem here, how is this not a bigger issue? cant work in fullscreen mode at all.
