Generative Fill is Greyed out

I am running Photoshop Version 25.0. When I used it a couple weeks ago it was fine now the Generative fill tool is greyed out and I can't use it? I have already tried the checking my birthday hack but after looging out and back into both Adobe and Behance it doesn't give me an option to update my birthday.

My situation was similar: everything was working fine, and suddenly it stopped because I installed Photoshop on a second computer. When using the Generative Fill tool for the first time on that PC, I accidentally declined the terms of use. This caused the tool to deactivate. The solution was to force the appearance of the pop-up window that requests your approval of its terms by using any AI tool in another app, such as Illustrator, for the first time and accepting the terms of use. From that moment on, everything returned to normal. I hope this helps you.
