Generative fill not working with fixed 1450 marquee

I am in the trial of Photoshop 2024 and am experimenting with generative fill. I use the crop tool to expand the image and have a white space, say above the original image. When I create a fixed marque of 1450 pixels and use the generative fill (while overlapping a bit) I get a mostly white box, say 95%. If I get out of the fixed marque and select the entire white area the generative fill works across the entire white area. I'm mystified after seeing several online videos showing the fixed size marque as the way to get the best generative fill rez results.

@Ray382978584i87 A better option would be to use the Generative Expand features of the crop tool. If you insist on using the Generative Fill feature, be sure to add a prompt.
