Getting Program Error when opening specific .PSD files

I get a program error whenever I try to open certain PSD files.  Yesterday I got the message and just assumed that there was some corruption issue with the file, so I begrudgingly started over and remade the project.  Today I got to open the file- with a new name and everything and get the same error message.

I have looked through the forums and tried a few fixes. Uninstalled and reinstalled, reset preferences, and ran Photoshop as an administrator.

The file in question is a large mockup for a tradeshow backdrop and I am using Windows/Photoshop 2018 CC which is up to date. FYI

What is the specific error your get when opening?

Two thoughts off hand - is there any kind of third party plugins installed or used in the original file?

How large is the file?

The file is over a GB.

It starts by saying "Reading Photoshop file format" but then when it gets to almost loaded it shows this error "Could not complete your request because of a program error."

only error I really see is

[ERROR] |  |  |  | RoyaltyTableParser |  |  | 9436 | Signature successfully validated for royalty table

And I don't think I have any 3rd party installed.  I tried once running it without the plugins and extensions and same result

The file is utilizing a pattern I got off of Adobe Exchange but I don't think any other plugins, extensions, actions or such are used.
