Ghost Hand Tool cursor on macOS Sequoia with Radeon GPU

On my iMac (2019, macOS Sequoia 15.5, Radeon Pro 580X 8GB, 48GB RAM), Photoshop shows the Hand Tool cursor even when other tools are selected (Brush, Marquee, etc.).

 

  • The brush outline appears and tools work, but the hand cursor overlay remains visible.
  • I already tried: resetting preferences, disabling GPU, reinstalling Photoshop, and rolling back to versions 26.9 and 25.x. The issue persists.
  • This looks like a cursor rendering bug with macOS Sequoia + Radeon GPU.

 

 

Steps to reproduce:

 

  1. Open Photoshop 26.9 (or 25.x).
  2. Create a new blank document.
  3. Select Brush (B).
  4. The brush cursor shows, but the hand cursor overlay remains.

Cursors have been an ongoing issue for a while. I also use a 2019 Intel MBP, if I move the cursor off the canvas it changes until I release the mouse button or lift the pen.
