Gifs not playing at correct framerate

Hi. I've been trying out making gifs in photoshop recently and I realised I cant get them to play at the right fps. If I import 24 frames and set the framerate to 24fps the timeline will change to 21 frames and the exported gif will be faster than intended. Any suggestions on how to fix this?

Are you starting with imported MP4 video?

What is the framerate of your video?

Yes I import clips from an mp4 video. The framerate is 23.98

If you are creatind a frame animation do you set the frames delay to 0.042? 1/24sec  for all frames?

Yes I do. I've tried with other values but they all give the incorrect framerate at the end

Does it Play to fast or to slow?  Perhaps your machine can not display 24 frames the size your gif has in a second.  0.04 Second is a short  time to delay and Gif encoding is not the best. A lot of data need to be processed. You most likely need to reduce the number of frames and the frams rate.

 

The only experience I have had with this is I created a Frame animation from a MP4 because I wanted to add transparency MP4 does not have,  MP4 encoding is design for streaming video at a low bit rate. The MP4 is 60 second long at 30 FPS frames are 640x360 there are 1800 Frames in the video the file size is 4MB. 

 

I  Cropped the frame for the Gif  to 360x360 and added the transparency with animated Gif I'm limited to 500 Frames So 500/60 means a frame rate of 8.88FPS so a delay of 0.12.  My machine  had no problem with that rate. The Gif player for 60 seconds color worst than the MP4 color and the animation choppier than the mp4 where the MP4 File size is 4MB the Gif file size is 25MP.  Gif encoding is very old and outdated.
