Glyphs are permanently active for some reason

A weired issue is bothering me currently and I don´t know why. I have a font that works fine in Illustrator for instance but for some reason when I want to create quotes "" it creates a double arrow «». I remember when I needed those arrows and used them out of the glyph window. But now it seems that they are permanently active in Photoshop. 

Any ideas what is happening here? 

 

System is MacOS 10.4.6 and PS is 22.1.0

 

Any help is highly appretiated.

What are the Photoshop > Preferences > Type > Type Options? 

Could you post screenshots including all pertinent Panels?

Hey @c.pfaffenbichler  and thanks for your reply. I think I found the problem maybe. When you asked me for the panel screenshots I noticed that the language for the dictionary? was set to french. Changing that back to german seems to solve my problem, I think.

 

Oh and sorry - my language is german - hope you can understand the  screenshots though?!
