I am looking in Photoshop for a tool like the one in InDesign, called Gradient Feather tool. I want to make a image fade to zero opacity.

I recommend adding a mask to the layer. To that mask apply a gradient that goes from black to white. The following video may help...

One could also

• use a Gradient Layer as the basis of a Clipping Group or 

• set a Feather in the Properties Panel for a Layer Mask or Vector Mask
